I am considering changing to another method to protect my computer if this is not addressed. The only thing that stops this from happening for the last two times this happened is to uninstall and reinstall Norton.

I run a full system scan which takes 3x more time to do and it finds nothing wrong. Rebooting the machine alleviates the process for 2 minutes and then it starts again as if its a cron job. The amount of disk activity acts as if Norton is defragging the drive regardless of what I do which it is not.
I do not allow background tasks to be run so it is not that. No matter what you do it will not stop including silent mode, disable auto protect, disable firewall, running a full screen game or even shutting down Norton via windows task manager (which does nothing to stop it). The disk is constantly pegged at 1.0 to 1.9 mb/s and its Norton.exe every time. I have the exact same problem every 3 to 5 months and it started again last night (Dec1).
